This TSD describes how emissions representing year 2005 were prepared for air quality modeling in support the Regulatory Impact Assessment for National Emission Standards for Hazardous Air Pollutants (NESHAP) for Industrial, Commercial, and Institutional Boilers and Process Heaters (a.k.a. ― the Boiler MACT) and the proposed Mercury and Air Toxics Standards (MATS). The emissions were based on the 2005 National Emissions Inventory, Version 2. Development of the modeling case abbreviated 2005cr is discussed.
