The purpose of this technical note is to provide guidance to monitoring agencies for developing EMPs. Note this guidance is not intended to provide additional requirements for state monitoring agencies, but rather to provide additional information that is intended to provide clarity on the intent of the requirement and to assist monitoring agencies as they develop their EMPs.
