AVERT Overview and Step-by-Step Instructions

AVERT (AVoided Emissions and geneRation Tool) translates the impacts of energy policies and programs, such as energy efficiency and renewable energy, into changes in emissions (PM_2.5, NO_x, SO₂, and CO₂). It aims to address a key reason states have not implemented previous EE/RE State Implementation Plan (SIP) guidance.
