Pima County Department of Environmental Quality PSD Delegation Agreement

Prevention of Significant Deterioration (PSD) delegation agreements allow state agencies to issue PSD permits under 40 CFR 52.21. A PSD Permit issued through a delegation agreement is considered a federal permit rather than a state permit (under a SIP approved program).
