Southern Concrete Materials Cherokee Casino Expansion Project

EPA Region 4 is the agency responsible for implementing the Federal Implementation Plan (FIP) that includes New Source Review (NSR) preconstruction air pollution control requirements for the protection of air quality in Indian country for those areas of Indian country located geographically within Region 4’s jurisdiction. The FIP’s Minor NSR Rule applies to new industrial facilities or modifications at existing industrial facilities with the potential to emit equal to or more than the minor NSR thresholds but less than the major NSR thresholds. The FIP gives EPA Region 4 the authority to review applications for and issue minor NSR permits to stationary sources in Indian country in the Region.

Provided below are the application documents and the final permit decision documents for Southern Concrete Materials’ (SCM) Request for Coverage (RFC) under the General Air Quality Permit for New or Modified Minor Source Concrete Batch Plants in Indian Country (EPA Permit # TMNSR-EPA-R4001).  This application and the resultant General Permit approval action applies to operation of SCM’s portable concrete batch plant in conjunction with the Cherokee Casino Expansion Project in Cherokee, North Carolina on tribal lands of the Eastern Band of Cherokee Indians.
