The Climate Change Work Group report details the issues involved in implementing the Clean Air Act's Prevention of Significant Deterioration (PSD) program permitting requirements for new and modified sources of greenhouse gases (GHGs). The Work Group proposes to expand its deliberations in a second phase. This report describes the deliberations undertaken to date.
