Benefits and Costs of the Clean Air Act 1990-2020. Analytical Blueprint

In March 2011, EPA issued the Second Prospective Report which looked at the results of the Clean Air Act from 1990 to 2020. According to this study, the central benefits estimate exceeds costs by a factor of more than 30 to one. The report was updated in April 2011.

The blueprint includes a 211-page main document that describes EPA's plan for conducting the second prospective study and 10 technical appendices which provide in-depth documentation for particular analytical components. In addition, on July 8, 2003 EPA issued revised versions of 22 of the pages in the blueprint as well as a revised set of Science Advisory Board (SAB) review charge questions. A redline - strikeout comparison showing the changes made to the charge questions since the May 12 version is also included with the collection of page revisions.
