Services
The Contract Laboratory Program (CLP) is a national network of EPA personnel, commercial laboratories, and support contractors whose fundamental mission is to provide data of known and documented quality. The CLP supports EPA's Superfund program created under the 1980 Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the 1986 Superfund Admendments and Reauthorization Act (SARA).
The analytical services and activities of the CLP include development, administration, and monitoring of analytical and support services contracts; direction of quality assurance (QA) for analytical data; and development and implementation of electronic sample tracking and data assessment tools. We also provide scheduling, tracking, invoicing, and information technology services related to the generation and delivery of analytical data. ASB communicates with customers on a regular basis in order to keep all parties apprised of activities, as well as to receive feedback for continued improvement of operations.
Mission
The primary mission of the Analytical Service Branch is to provide and oversee the procurement of analytical data of known and documented quality to the 10 EPA regional offices. We oversee the provision of routine chemical analytical services and modified analyses as well as support services to ensure that usable data is provided to users. Through the Contract Laboratory Program (CLP), we are able to provide analytical services in a cost-effective and efficient manner because of its established infrastructure, experienced staff and support contractors, streamlined data reporting formats, and detailed analytical Statements of Work (SOWs).
Partners
Our partners in running the Contract Laboratory Program (CLP) are staff from EPA regional and headquarter offices. EPA regional staff perform critical support with respect to sample scheduling coordination and laboratory contract monitoring. EPA headquarter staff perform critical contract management activities such as procurement and funding and staff in each region provide critical support to the CLP.
Clients
Our clients include all 10 EPA regional offices, federal, state and Tribal agencies supporting: Superfund, Brownfields, the Great Lakes National Program, Resource Conservation and Recovery Act (RCRA), and oil programs; and Army Corp of Engineers in pre-listing, remedial investigations and feasibility studies, remedial designs, remedial construction/post construction, and time critical/non-time critical removal activities.
