On April 17, 2015, the first set of national regulations that provide for the safe disposal of coal combustion residuals (CCRs), commonly known as coal ash, from coal-fired power plants were published in the Federal Register.

The Resource Conservation and Recovery Act (RCRA) requires EPA to publish an open dump inventory to assist the states in complying with the directive in section 4003(a)(3) of RCRA that state solid waste management plans shall provide for closure and upgrading of open dumps (e.g., facilities which do not comply with the revised federal criteria). Open dumps, in this context, refer to facilities which are not in compliance with the federal CCR rule.

In order to generate this initial open dump inventory, EPA conducted a review of information available on the Web for facilities listed in the Regulatory Impact Analysis for the CCR rule and facilities that were identified in the structural stability assessments. EPA posted a list of compliance websites found and is collecting updated information on it and any facilities or websites not on the list.
