Public Hearing on Georgia's Coal Combustion Residuals Permit Program

EPA proposed to approve the application submitted by the Georgia Environmental Protection Division (GA EPD) to allow the Georgia Coal Combustion Residuals (CCR) state permit program to operate in lieu of the Federal CCR program. EPA held a public hearing on the proposed program approval.
 

The public hearing began at 8:00 am on August 6, 2019, and concluded at 5:30 pm Eastern Time (ET). The public hearing was held at the GA EPD Tradeport Training Room located at 4244 International Parkway, Suite 116, Atlanta, Georgia 30354-3906. The public hearing consisted of three sessions: 

  • A morning session that started at 8:00 am and ending at noon.
  • An early afternoon session that started at 1:00 pm and ending at 3:00 pm.
  • A late afternoon session that started at 3:30 pm and ended at 5:30 pm or later, if necessary, depending on the number of speakers that pre-register for the hearing.

See below for a more detailed agenda. Oral testimony was limited to five (5) minutes for each person. EPA did not provide equipment for persons to show overhead slides or make computerized slide presentations. The public hearing provided interested persons the opportunity to present information, views or arguments concerning GA EPD’s program application. EPA may have asked clarifying questions during the oral presentations, but did not respond formally to any comments or the presentations made.

Walk-ins

If we received additional requests to speak on the day of the hearing, they were considered on a first-come, first-serve basis, according to time available and after all the registered participants had presented. If time was not available, we provided these persons with the opportunity to submit a written statement during the hearing. All walk-in persons wishing to provide oral testimony had to arrive no later than 5:00 pm (ET).

Written Comments

EPA also encouraged each person to provide a written copy of their testimony either electronically or paper copy at the public hearing. A verbatim transcript of the hearing and written statements will be included in the docket for this action.

People were able to come to the public hearing to submit written comments and not make an oral presentation. EPA officials accepted such written statements at the morning, early afternoon, and later afternoon sessions. These written statements provided at the hearing will also be placed in the docket.

EPA will also accept public comments through Regulations.gov until the close of the comment period on this action.
