Federal Activities Inventory Reform Act

The Federal Activities Inventory Reform (FAIR) Act of 1998, P.L. 105-270, and Office of Management and Budget (OMB) Circular A-76 require agencies to prepare inventories of the commercial and inherently governmental activities performed by their federal employees.  EPA’s inventories are prepared by Headquarters and Regional offices and compiled for submission to OMB by June 30 of each year.

Also, in accordance with FAIR Section 2 (c)(2) and the Circular, Attachment A, paragraph D.6, when a FAIR Act Challenge results in a change to an agency inventory, EPA shall make such changes available to the public, transmit a copy of the change to OMB and the Congress and publish a notice of public availability in the Federal Register.

The Environmental Protection Agency’s inventories represent a comprehensive report of all EPA commercial and inherently governmental activities and the Full-Time Equivalents (FTE) performing them. EPA’s inventories do not include FTEs from the EPA Office of Inspector General; they submit and publish their inventory separately.
