Report to Congress on FY 2006 Competitive Sourcing Efforts

The Environmental Protection Agency's Report to Congress on its FY 2006 Competitive Sourcing Efforts was prepared in accordance with Section 647(b) of Division F of the Consolidated Appropriations Act, FY 2004, P.L. 108-199. This Act established a requirement for executive agencies to report annually to Congress on their competitive sourcing efforts during the previous year. Additionally, it conforms to implementation guidance provided by the Office of Budget and Management (OMB) and has been cleared for release.

As indicated in the December 28, 2006, transmittal letter to the President of the Senate, EPA received a rating of "green" for the first time from the Office of Management and Budget (OMB) for its competitive sourcing efforts in the third quarter of fiscal year 2006, and again in the fourth quarter of 2006. EPA completed 16 streamlined competitions totaling 121 FTE with anticipated savings of approximately $11.2 million over the next five years. In fiscal year 2007, EPA estimates that it will initiate competitions for approximately 260 FTE.
