May EPA waive prior approval requirements specified at 2 CFR 200.407 if a waiver is necessary to address COVID-19 related concerns?

Yes. EPA may waive regulatory prior approval requirements on a case by case basis through an Office of Grants and Debarment case by case regulatory exception.

The recipient must provide EPA’s GS and PO with an explanation for why waiver of the prior approval requirement is reasonable and necessary.
