Analysis of NOx Budget Trading Program Units Brought into the CAIR NOx Ozone Season Trading Program

EPA analyzed the effect of having the large non-EGU units in the NBP (NO_x Budget Trading Program) and the CAIR NO_X ozone season trading program and evaluated whether or not emissions from this group of units were reduced as a result of their inclusion in those trading programs.
