Federal NOx Budget Trading Program and CAIR NOx and SO2 Trading Programs (40 CFR Part 97)

This part establishes general provisions and the applicability, permitting, allowance, excess emissions, monitoring, and opt-in provisions for the federal NO_X Budget Trading Program as a means of mitigating interstate transport of ozone and nitrogen oxides, an ozone precursor.
