Respondent United States Environmental Protection Agency (“EPA”) hereby moves the Court for an Order (1) lifting the stay of the Transport Rule entered by the Court on December 30, 2011; and (2) tolling the Transport Rule compliance deadlines by three years, so that the Phase 1 emissions budgets apply in 2015 and 2016 (instead of 2012 and 2013), and the Phase 2 emissions budgets apply in 2017 and beyond (instead of 2014 and beyond).
