This document describes the Clean Air Act (CAA) section 110(a)(2)(D)(i)(I) (good neighbor) SIP status with respect to the 2008 ozone NAAQS for each state covered by the proposed Revised CSAPR Update including findings of failure to submit good neighbor SIPs, actions taken by EPA on good neighbor SIPs, actions taken by EPA to implement CSAPR Update FIPs, determinations made in the CSAPR Close-Out, and the legal effect of Wisconsin v. EPA and New York v. EPA to support the conclusion that EPA has a legal obligation to take an action that fully addresses the good neighbor provisions for the 2008 ozone NAAQS for each of these states.
