CWA Section 401 Certification

Public Hearing for the Proposed “Updating Regulations on Water Quality Certification” Rule

On August 8, 2019, the EPA signed a proposed rule to implement Clean Water Act section 401. The EPA will host two public hearing sessions at the Salt Lake City Public Library, 210 E 400 S, Salt Lake City, Utah, 84111. A Federal Register notice for the public hearing was published with the proposed rule  (Docket ID No. EPA-HQ-OW-2019-0405). The hearing will provide interested parties the opportunity to present data, views, or information concerning the proposed rule. The agency has posted a general agenda for the hearing that lists pre-registered speakers by session.

  • The Thursday, September 5, session of the public hearing will convene at 2:00 pm and conclude at 8:00 pm with a break from 5:30 to 6:30 pm (Mountain Daylight Time).
  • The Friday, September 6, session will convene at 9:00 am and conclude at 12:00 pm (Mountain Daylight Time).

​Those interested in speaking at the hearing can sign up to speak for three-minutes. Speaking order within sessions will be determined upon arrival at the hearing.
