Environmental Counsel of the States (ECOS) Letter regarding Assumable Waters under CWA

This letter is addressed to the EPA from the Environmental Counsel of the States (ECOS). On behalf of the states, ECOS encouraged the EPA to bring clarity and certainty to the identification of assumable and non-assumable waters, should a state assume the 404 program. The Assumable Waters Subcommittee will address this issue.
