Clean Water State Revolving Fund (CWSRF) Nontraditional Financing

The CWSRF program has an extensive record of using its statutorily described financial mechanisms to fund high priority projects. Within each of type of assistance there is a wide array of options for states to consider for their program, and Title VI of the Clean Water Act is designed to encourage states to be innovative in designing financial programs and assistance delivery mechanisms within the assistance options. Such efforts on the part of the states have resulted in numerous options for funding projects.

This report shows how several states use an innovative financing approach, Programmatic Financing (or “Pro-Fi” for short), which offers mutual benefits for CWSRF programs and their largest customers. For the utility, Pro-Fi provides a stable, predictable funding source to incorporate into the annual budget process, as well as a simplified CWSRF application process. For CWSRF state programs, Pro-Fi provides a guaranteed source of regular disbursements that allows for reliable cash flow planning and reduces the risk that unliquidated obligations will grow out of control.
