Building the Capacity of Drinking Water Systems

Regional Capacity Development Coordinator Handbook

The Regional Capacity Development Coordinator Handbook provides comprehensive guidance for those filling the role of EPA Regional Coordinators. As the EPA Regional Coordinator, it is important to understand the State’s requirements to best aid the capacity development programs. The handbook summarizes the capacity development provisions of the Safe Drinking Water Act (SDWA), including state and regional responsibilities, tools that can use to help public water systems (PWSs) develop technical, managerial, and financial (TMF) capacity, and links between Capacity Development programs and other SDWA initiatives.
