LSLR Financing Case Study: DC Water

New legislation allocates District funds to support DC Water’s full lead service line replacement program. Residents can receive assistance to cover 100% of private-side replacement costs when DC Water replaces the portion of lead service line in public space during capital improvement projects and repairs. Additionally, the legislation allocates funds to redress previous partial lead service line replacements.

Residents can apply for assistance based on household income to cover 50-100% of replacement costs for properties wherein lead service lines remain only on the private-side.

Funds have been included in the District’s Fiscal Year 2020 budget that begins October 1, 2019.  The LSLR program leverages DC Water’s main replacement schedule to increase efficiency and reduce costs.
