Terry Baer
Manager of the Hazardous Waste Unit of the Arizona Department of Environmental Quality, State Representative Member
Mr. Baer is the Manager for the Hazardous Waste Unit with the Arizona Department of Environmental Quality (ADEQ). In his position, Mr. Baer works with all types of generators, transporters, and TSDFs with regards to compliance, permitting, data submissions, pollution prevention, and enforcement. Prior to joining the agency, Mr. Baer worked in the hazardous waste industry (private sector) for 16 years. During that time, he worked in multiple roles ranging from on-site services, lab packing, emergency response, sales, transportation, and TSDF operations. Mr. Baer started with the ADEQ in August of 2016 and provided the agency with a perspective from the regulated community. ADEQ uses manifest data for monitoring and tracking waste generation; due to Mr. Baer’s experience, he was crucial in the restructuring and reorganizing ADEQ’s manifest data. Mr. Baer earned a Bachelor of Science in Business Management from University of Phoenix.
Thomas Baker
Vice President of Environment & Transportation, Veolia North America, Industry Representative Member
Mr. Baker serves as the Vice President of EHS for Veolia North America. Veolia is a leading provider of environmental services offering a complete range of environmental solutions to meet the challenges of cities, governments, campuses, businesses and industries. Veolia’s mission is to resource the world, helping its customers address their environmental and sustainability challenges in energy, water and waste. Mr. Baker’s primary responsibility at Veolia is to lead the overall compliance programs for the operations in North America. He has spent most of his career focused on the regulatory affairs and compliance issues impacting the hazardous waste services industry. He has been employed by Veolia for the last 31 years. Prior to working in the environmental services industry, Mr. Baker was employed as a research chemist. Mr. Baker holds a B.S. degree in Chemistry from the University of Delaware.
Joshua Burman
Environmental Specialist 3, Minnesota Pollution Control Agency, State Representative Member
Mr. Burman is the lead staff for hazardous waste manifest regulation and policy for the Minnesota Pollution Control Agency (MPCA). He has extensive experience with the issues and challenges posed by management of manifest data. He also has considerable experience with fee‐based regulatory systems. Minnesota’s hazardous waste regulatory program is supported by user fees assessed to nearly all hazardous waste generators in the state.
Syed Hafeez
Director of Directorate of Program Evaluation and Information Resources, Mine Safety Health Administration: of the U.S. Department of Labor, Information Technology Expert Member
Mr. Hafeez currently serves as the Director of the Directorate of Program Evaluation and Information Resources (PEIR), Mine Safety Health Administration (MSHA) of the U.S. Department of Labor (DOL) in Arlington, Virginia. He has served in this position since 2014 and is responsible for managing MSHA’s information technology resources, including the Agency’s application and mission support systems. Additionally, he is responsible for overseeing the evaluation of the effectiveness of MSHA’s policies and program operations. He has several certifications in Executive Leadership from Cornell University, Federal Executive Institute, and the Management Development Center. Mr. Hafeez started with the Department of Labor as a contractor in 2004 as a Senior Information Security Auditor. In 2005, he was selected to a federal position as the Information Systems Security Officer (ISSO) for MSHA. In 2006, he served as the Acting Deputy Director for PEIR and, in 2007, was the Deputy Director prior to his appointment as the Director of PEIR. Prior to joining MSHA, Mr. Hafeez spent over a decade working as an IT expert in various private and public organizations. He has worked as a contractor for the Department of Treasury/Bureau of Engraving, the Department of Justice and the Defense Information Systems Agency.
Michael M. Hurley
Chief, Systems Management Branch, Massachusetts Department of Environmental Protection, State Representative Member
Mr. Michael Hurley is the Chief of the Systems Management Branch in the Massachusetts Department of Environmental Protection’s Bureau of Air and Waste. He has over 20 years of experience in RCRA data policy and analysis with a focus on end-user data reporting and data transfers.
Dr. Tevfik Kosar
Associate Professor & Associate Chair of the Department of Computer Science and Engineering, State University of New York at Buffalo, Information Technology Expert Member
Dr. Kosar is an Associate Professor and Associate Department Chair in the Department of Computer Science and Engineering at the University at Buffalo (UB). Prior to joining UB, Dr. Kosar was with the Center for Computation and Technology (CCT) and the Department of Computer Science at Louisiana State University. Dr. Kosar received his Ph.D. in Computer Science from the University of Wisconsin-Madison. Dr. Kosar’s main research interests include areas such as data-intensive distributed computing, big-data, and cloud computing. Major application areas of his research include genomics, health sciences, emergency response, and coastal and environmental sciences. Dr. Kosar’s novel work been recognized by the scientific community with several national and local awards including National Science Foundation (NSF) CAREER Award, IBM Research Award, Google Research Award, Louisiana State University (LSU) Rainmaker Award, LSU Flagship Faculty Award, Business Report’s Top 40 Under 40, 1012 Magazine Young Scientist Award, LSU College of Basic Sciences Research Award, LSU CCT Faculty of the Year Award, and UB Senior Faculty Research Award. He has published more than 80 papers in high-quality computer science journals and conferences as well as in several interdisciplinary venues. His work has been cited by more than 2,000 scholarly articles. Dr. Kosar is currently serving on the editorial board of the top two journals in his area including the Institute of Electrical and Electronics Engineers (IEEE) Transactions on Parallel and the Distributed Systems (TPDS), and Cluster Computing Journal.
Jill Macioch
Environmental Team Lead/Facility Supervisor of Xcel Energy, Industry Representative Member
Ms. Macioch, Certified Hazardous Materials Manager (CHMM), has over 26 years of environmental experience with an emphasis in hazardous waste management. She spent over 12 years as a consultant working with manufacturing, municipal government, and utility industries and is currently employed by Xcel Energy, a utility company that operates across the Western and Midwestern states. Ms. Macioch currently manages the operations of a RCRA permitted hazardous waste storage facility. She has extensive knowledge in DOT Hazardous Materials, RCRA Hazardous Waste and TSCA PCB regulations. She has experience with enterprise environmental management systems and has participated in the design, selection, testing and deployment process. She has played an instrumental role in testing the new e-Manifest system with other end disposal facilities. She has knowledge of the e-Manifest System as a generator, transporter and receiving facility.
Cynthia Walczak
Environmental Project Manager, MPS Group, Industry Representative Member
Ms. Walczak has worked in the hazardous waste industry for almost 30 years and has strong knowledge and experience in the hazardous waste management business sector. As a project manager for the MPS Group, Ms. Walczak manages the environmental program for GM at seven automotive parts warehouses in six states and personally oversees the management of RCRA hazardous waste and non-hazardous waste at these locations. As a Board member, Ms. Walczak has represented the points of view of small and large hazardous waste generators across the country, as she functions as a broker for her customers and routinely prepares hazardous waste shipments on their behalf (e.g., preparing and signing the manifest), including arranging the logistics and routing of hazardous waste shipments. Ms. Walczak also has held memberships on various stakeholder committees during her career in the hazardous waste industry (e.g., Superfund technical committees, State of Michigan DEQ stakeholder committees, Detroit Clean Cities Coalition).
