Every month, EPA publishes updated information on progress made toward the development of the e-Manifest system. The most current update is posted below. To keep up-to-date with information as EPA releases it, subscribe to our ListServ or check this page each month.

e-Manifest Launches June 30th!

e-Manifest launches June 30, 2018. Beginning on this date, generators, transporters, and receiving facilities will have the option of using electronic manifests. Additional system functionality is planned to deploy throughout the summer and fall of 2018.

Final User Fees

Beginning on June 30, 2018, receiving facilities must submit manifests to EPA and pay a user fee for each manifest submitted. These fees are dedicated to pay costs for developing and operating the national e-Manifest system. EPA recently announced the following final user fees for the e-Manifest System effective from June 30, 2018, through September 30, 2019:

Final e-Manifest User Fees

  • Paper Manifest Mailed to EPA: $15.00
  • Scanned Image: $10.00
  • Data + Image: $6.50
  • Electronic: $5.00

New Hazardous Waste Manifest Form

Following approval by the Office of Management and Budget, EPA has provided the registered manifest printers for the new hazardous waste manifest 5-copy form (to see sample form click here). EPA has currently approved seven registered printers to print the new form.

e-Manifest Implementation Activities

User Registration Update

EPA’s e-Manifest system is currently open for nationwide user registration. We recently posted instructions on our webpage on how to become a registered e-Manifest user. These instructions will educate users on how to register for different permissions related to whether they want to view, create, and/or sign manifests electronically.

We highly encourage users to register for the RCRAInfo Industry Application LearningZen “Industry User Registration” course. This course will show users how to register for a RCRAInfo account, and it will show users how to request permissions for e-Manifest. Users of e-Manifest who intend to obtain the site management permission for their company’s site(s) should also take the Learning Zen “Site Manager Role and Responsibilities” course. This course describes the role and responsibilities for a user with the site management permission and provides step-by-step instructions for functions that the site manager may need to perform.

e-Manifest Fact sheets

EPA posted four new stakeholder specific fact sheets, including for Tribes, Inspectors, State Programs, and Site Managers. We also updated our previously published fact sheets for Receiving Facilities and TSDFs. These updates include: updated language on how to pay invoices, an improved description of the hybrid manifest, and other minor clarifications.

e-Manifest Demonstration Video

EPA recently produced and published a walk-thru demonstration video Exitof the e-Manifest System. This demonstration video provides an e-Manifest user perspective of how the system works for generators, transporters, and receiving facilities.

e-Manifest Advisory Board

EPA recently solicited nominations for one vacancy on the e-Manifest Advisory Board for a state representative member. Nominations were accepted from May 11 until June 11, 2018.
