Fundamentals of Successful Monitoring, Reporting, and Verification under a Cap-and-Trade Program

The U.S. Environmental Protection Agency developed and implemented the Acid Rain Program, and NOx Budget Trading Programs using several fundamental monitoring, reporting, and verification elements. Each of these elements is discussed in the context of the authors’ experience under two U.S. cap-and-trade programs and their potential application to other cap-and- trade programs.
