EPA encourages state, tribal and local agencies to consider incorporating Energy Efficiency (EE) and Renewable Energy (RE) policies and programs in their State and Tribal Implementation Plans (SIPs/TIPs).  This website includes a manual, training, tools and technical assistance to support this effort.
