Case Summary: 2010 MLC (GM) Settlement Site Information: EPA Funded Sites and Communities

Through its settlement in the Motors Liquidation Company ("Old GM") bankruptcy, the Environmental Protection Agency (EPA) is the lead agency in connection with 18 sites and facilities throughout the country. The payments the U.S. will receive through the environmental response trust (ERT) will address a wide variety of environmental contamination.

The following is a brief overview of the EPA-lead sites and facilities addressed by the settlement agreement:

Bedford Town Sites

  • Site Description
  • Old GM had purchased properties around the GM Powertrain Facility in Bedford, IN, to conduct clean up associated with the Powertrain Facility site. New GM retained the powertrain facility, while MLS has acquired the surrounding 60 properties as part of the bankruptcy and restructuring. Most of the work at the sites has been completed. Remaining work is soil removal, septic system removal, LNAPL remediation, and follow up oversight and management.

Chevrolet-Pontiac-Canada-Pontiac Fiero Assembly Plant

  • Site Description
  • Site is 81 acres of industrial land in Pontiac, MI, used for automobile assembly. An Environmental Site Assessment, RCRA Facility Investigation, and Corrective Measures Proposal have been completed for the site. Future remedial actions to include: development of remedial plan, cleaning of storm sewer system, oversight and management.

Delphi Harrison Moraine, OH

  • Site Description
  • Part of a 423 acre facility located in Moraine, OH. The site is east of the Great Miami River, with nearby residential neighborhoods. The site was used for appliance, aviation, and automotive production from 1919 until operations ceased in 2003. Most of the structures on the site have been demolished. Soil and groundwater beneath the site are contaminated with violative organic compounds (VOCs), polychlorinated biphenyls (PCBs), and heavy metals.

Delphi C Livonia Groundwater

  • Site Description
  • Formerly part of the Delco Chassis Plant. 3.5 acre site where GM manufactured bumpers and other components. All facilities on the site have been demolished. The Site has groundwater contamination by heavy metals used in chrome plating process on former facility. Remedial actions on site include: continued operation of groundwater collection and treatment.

ort Highway Land

  • Site Description
  • This site consists of 38.5 acres on vacant land formerly part of the GM Metal Fabricating Division Plant in Flint, MI. The site contains a former stormwater lagoon, a former well, Die storage area, electrical substation, and open space. Phase I and II Environmental site Assessments have identified contamination by polycyclic aromatic hydrocarbons (PAHs) and metals such as arsenic. Future remedial actions include: development of a site remedial action plan, site preparation, soil remediation, well capping, as well as oversight and management.

Flint West – Flint River (Bluff Street)

  • Site Description
  • MLC owns a portion of the site. On its portion, Buildings 9, 37, and 44, studies indicate remaining concerns about contaminants from a former trichloroethylene (TCE) degreaser and chrome plater at Building 9. Future remedial and oversight activities are likely to include additional investigations, soil excavation and disposal, soil vapor extraction (SVE), in-situ chemical oxidation (ISCO) groundwater treatment and monitoring, deed restrictions, project management, and oversight.

Former GM Delco Plant 5

  • Site Description
  • Site consists of 5.3 acres of a former Circuit board plant located in Kokomo, IN. Built in 1953, operated until it was demolished in 1993. Soil and groundwater beneath the site is contaminated with VOCs. Future remedial actions to include: corrective action studies, soil remediation, offsite groundwater remediation, and motoring and oversight.

G.M. Massena (Central Foundry) Superfund Site

  • Site Description
  • Located near Massena, NY, the 270 acre site borders the St. Lawrence River, the Raquette River, and the St. Regis Mohawk Nation. It was used for aluminum automotive cylinder head production. From 1959 through 1974, PCBs were a component of the hydraulic fluid in the die casting process. Sludge was landfilled on site, contaminating 850,000 cubic yards of soil with PCBs. Groundwater beneath the site is contaminated with PCBs and VOCs. Wastewater discharges from the site have contaminated the sediment of the St. Lawrence River and the Raquette River with PCBs.

GMNA Buick City

  • Site Description
  • Former General Motors North American Operations complex located in Flint, MI. the site was used for automobile production from the 1890’s to 1999. Soil in the Southend portion is polluted with lead, gasoline and hydraulic fluids while underground water contains free-floating petroleum products, mostly hydraulic oil, fuel oil, and gasoline.

Future remedial actions to include: continued oversight and management of the cap and leachate collection system, additional investigations and evaluation of groundwater.

  • Site Description
  • 133 acre site of vacant land formerly used for automobile manufacturing in Pontiac, MI. Most of the structures on the site have been demolished. Remaining structures in the site are an office building, above ground tank storage area, waste management area, and paved parking lots. Past remedial actions included: investigations, tank removals, and soil remediation. Future remediation actions to include: additional investigations and site sampling, groundwater monitoring, closure reporting and deed restrictions.

Pontiac Centerpoint Campus-West

  • Site Description
  • The 400 acre site is located in the city of Pontiac, MI, contains the Pontiac Assembly Center. From 1927 through 1990, the site was used for manufacturing trucks. Underground storage tanks containing axle lubricant, power steering fluid, engine oil, glycol, manual and automatic transmission fluid, diesel fuel and gasoline resulted in contaminated groundwater and soil on the site. Soil near retention ponds yielded contamination from VOCs and cyanide. Stormwater runoff from the Coal Pile Storage Area introduced PCB contamination into the Clinton River.

  • Site Description
  • 595 acres of industrial land used for automotive production in Pontiac, MI. Future remedial activities to include: future demolition of on-site structures, finalized corrective measures (soil cap, groundwater removal), groundwater monitoring, as well as oversight and management.

Saginaw Nodular Iron

  • Site Description
  • Foundry located in Saginaw, MI, manufactured nodular iron from 1966 to 1978 through a process, which added magnesium alloy to molten iron. The site has PCB contamination, and has been identified as a source of contamination of the Saginaw River. Ongoing remedial actions include wastewater treatment and slag staging area.
