Detroit Diesel Corporation violated Section 203(a)(1) of the Clean Air Act (“CAA”), 42 U.S.C. § 7522(a)(1) by introducing 7,786 heavy-duty diesel engines into commerce without certificates of conformity (“COC”) required under Section 203(a)(1) of the CAA, 42 U.S.C. § 7522(a)(1).
