Enforcement Alert: Routine Flaring May Violate Clean Air Act (CAA)

While flaring is an engineering practice, EPA investigations suggest that flaring frequently occurs in routine nonemergency situations or is used to bypass pollution control equipment. (October 2000, Volume 3, Number 9, EPA 300-N-00-014)
