Guidance: Initiating PRP-Financed RD in Advance of Consent Decree Entry

Memorandum addresses a process for expediting the initiation of response work by potentially responsible parties (PRPs) at Superfund sites where cleanup agreements have been reached and the PRP is ready to begin work, but a court has not approved the consent decree.
