Guidance: National Enforcement Strategy for RCRA Corrective Action

This memorandum transmits the National Enforcement Strategy for RCRA Corrective Action (NESCA), which is being issued jointly by the Office of Enforcement and Compliance Assurance (OECA) and formerly the Office of Solid Waste and Emergency Response (OSWER), now the Office of Land and Emergency Management (OLEM). NESCA provides an enforcement strategy to the Regions and authorized states and territories to assist them in achieving the 2020 Corrective Action Goal of attaining remedy construction at 95 percent of the 3,747 facilities subject to the Resource Conservation and Recovery Act (RCRA) Corrective Action requirements to clean up environmental contamination at RCRA hazardous waste treatment, storage and disposal facilities.
