Guidance: Preliminary PRP Search Completion Measure Definition and the Superfund Program Implementation Manual

Document describes the preliminary search activities for identifying potentially responsible parties (PRPs) related to a Superfund site and provides guidance on how to properly document the activities conducted in order to determine if there are PRPs to perform, or finance, all or a portion of the initial non­emergency removal or remedial response action at a site under the Comprehensive Environental Response, Compensation, and Liability Act (CERCLA, commonly referred to as Superfund). EPA intends to incorporate the guidance contained in this document as a reporting measure into the Superfund Program Implementation Manual (SPIM) for implementation beginning in fiscal year 2012.
