Guidance: Strategies to Achieve Timely Settlement and Implementation of RD/RA at Superfund Sites

Memorandum recommends strategies to encourage PRPs to enter into a settlement using the model remedial design/remedial action (RD/RA) consent decree; discusses the current model unilateral administrative order (UAO); and suggests practical alternatives to expedite Superfund settlements and the cleanup process. Issued 6/17/1999.

This document is superseded in part by the 2019 Remedial Design/Remedial Action: Process for Expediting Negotiations and PRP Cleanup Starts . The superseded portion of the guidance is specifically related to requesting approval to continue RD/RA negotiations beyond certain set dates (Pages 5 - 6).
