Guidance: Use of Superfund and EPCRA Penalty Provisions

Memorandum provides interim guidance on the use of the new administrative penalty provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, commonly referred to as Superfund) and the civil and criminal penalty provisions of the Emergency Planning and Community Right-to-Know Act (EPCRA), as added by the Superfund Amendments and Reauthorization Act of 1986 (SARA).
