Superfund Listening Session: Encouraging PRPs to Integrate Reuse Opportunities into Cleanups

The goal of this recommendation is to facilitate and encourage potentially responsible parties (PRPs) to incorporate reuse work into the investigations and cleanups at National Priorities List (NPL) sites by providing them the necessary knowledge, connections, tools, and when appropriate, incentives. Overview of Session Topic and Issues

While performing cleanup work at NPL sites, PRPs are often reluctant to take actions necessary to facilitate reuse at the site. To effectively address this issue, EPA is looking to understand and address the myriad of burdens that might arise when a PRP takes on such work. An EPA workgroup is reviewing dozens of instances in which PRPs successfully incorporated reuse opportunities into their investigations and cleanups, to identify the factors that hinder or facilitate such work. The team would like to hear directly from PRPs and other stakeholders (e.g., developers, end-users, and local and state governments) to accomplish the objectives of this recommendation. Ultimately, the team will develop recommendations aimed at encouraging PRPs to integrate and implement reuse opportunities at NPL sites.

Topics addressed in this session include:

  • Reasons why PRPs do not consider reuse when performing site investigations and cleanups at NPL sites.
  • Providing case studies where PRPs have successfully incorporated reuse work into their response actions at NPL sites and discussing the beneficial impacts of this work:
    • Site conditions that existed at the site
    • Redevelopment work the PRP took on
    • PRPs’ partnerships with other stakeholders
  • Known and potential motivations PRPs may have for incorporating reuse work.
  • Known and potential marketing and financial strategies PRPs may employ in order to facilitate their reuse work.
  • Potential incentives EPA may provide PRPs in appropriate circumstances to encourage performance of reuse work.

  3. How often do PRPs work with end users to perform assessments and additional cleanup/enhancements to achieve reuse objectives? What can EPA do to make this more common?
