Abstract: 

In November 1992, Industrial Economics, Inc. (IEc) completed an assignment analyzing the Superfund tax system. The products of this effort were the following three memoranda to EPA. 1) Literature Review on Superfund Financing, 2) SARA Tax Revenues and the Distribution of the Tax Burden, and 3) Economic Impacts of Superfund Taxes. This report synthesizes IEc's previous work, revising the analyses to incorporate new information. In addition, the report evaluates SARA taxes with respect to several broad policy objectives.
