Abstract:
These 1983 guidelines as modified in 1991 provide guidance for preparing EPA Regulatory Impact Analyses including benefit-cost analyses. These guidelines have been superseded by the Guidelines for Preparing Economic Analyses issued in 2000 (see EE-0568). These earlier 1983/1991 guidelines include four appendices and one supplement in addition to the main document. The four appendices are on benefits analysis, cost analysis, choice of discount rate, and economic impacts analysis. A fifth appendix containing hypothetical case studies is listed as a separate report under the Series listing above.
