Abstract:
The purpose of the study was to conduct a preliminary economic analysis of the social benefits of EPA action to require more appropriate disposal of scrap tires versus the social costs of such an action. Researchers evaluated the major economic links in the generation and disposal of scrap tires and determined the nature and extent of the current market failure and economic inefficiencies that resulted. The social costs of scrap tire disposal end points are presented and then alternative government policies to influence the tire disposal process are evaluated. The report suggests directions for future research that would shed further light on the issue.
