Abstract:

This report develops a methodology to assign emissions of criteria air pollutants to the twenty two-digit standard industrial classification (SIC) code industries of the manufacturing sector for the years from 1970 to 1997. The methodology employed to assign process and fuel combustion emissions to specific industries is described and the emission estimates are listed in an appendix This report develops procedures to estimate the emissions of categories of processes and fuel combustion emissions that are not available (“NA”) in National Air Pollutant Emissions Trends Update: 1970-1997. As a result, there are cases in which the estimates of emissions used in this report are higher than the official estimates in National Air Pollutant Emissions Trends Update: 1970-1997. The Office of Air and Radiation of the U.S. Environmental Protection Agency does not endorse the emission estimates for the “NA” categories. Hence, the emission estimates in this report do not supersede the official estimates in National Air Pollutant Emissions Trends Update: 1970-1997.  This is a technical report whose intended audience consists of individuals interested in developing environmental accounts.

An initial report prepared on this topic -  "Statistical Methodology for Assigning Emissions to Industries in the United States:  1970 to 1990,"  - provides information on their original methodology, and was subsequently revised for this report.
