On August 20, 2009, Debbie Dietrich, then Director of the Office of Emergency Management, sent a letter to all State Emergency Response Commission (SERC) chairs. This letter provides information related to the implementation of the Emergency Planning and Community Right-to-Know Act and the Risk Management Program under Section 112(r) of the Clean Air Act and suggestions for future actions.
