If a pipeline otherwise meets the definition of oxygenate blender (i.e., any person who owns, leases, operates, controls, or supervises an oxygenate blending facility, or who owns or controls the blendstock or gasoline used or the gasoline produced at an oxygenate blending facility), then it will be considered an oxygenate blender. This can occur if the pipeline operates a terminal where oxy blending is occurring.(7/1/94)
