E-Signature Required

In the enhanced OTAQREG system, Responsible Corporate Officers (RCOs) must electronically sign registration requests. EPA no longer accepts registration requests that are wet-ink signed and mailed to EPA.

To sign requests electronically, RCOs must have both:
  • A valid account in the Central Data Exchange (CDX) and
  • A completed Electronic Signature Agreement (ESA).

RCOs Can Delegate Responsibilities

The Responsible Corporate Officer (RCO) of a company can now permit someone else to take actions that were previously restricted to RCOs. This includes actions like approving requests to add new users and electronically signing registration update requests. It is important to note that the RCO must grant the "Delegated RCO" role by electronically signing a user request.  This means that all RCOs must have an active account in the Central Data Exchange (CDX) and be able to login to OTAQREG.

Companies Can Submit Simultaneous Registration Requests

The enhanced OTAQREG allows a registered company to submit multiple registration requests simultaneously, as long as the two requests do not contain updates to the same information.  For example, if a company has multiple ethanol production facilities registered under the Renewable Fuel Standard (RFS), it can now submit a request to update facility A without having to wait for a different request to update facility B to be activated by EPA.

Simplified User Management

The enhanced OTAQREG allows the RCO or the Delegated RCO to approve new users and modify user roles without submitting requests to EPA for processing. This functionality greatly reduces the burden of onboarding new employees that are involved with EPA compliance reporting.

Flexibility to Save and Resubmit Registration Requests

OTAQREG submitters can now save drafts of registration requests to complete later. They also can edit and resubmit a request if it is canceled or withdrawn by EPA because of an error.

Utilizing EPA’s Facility Registry Service

OTAQREG leverages the EPA-wide Facility Registry System (FRS). FRS is a centrally managed database of facilities subject to a variety of environmental regulations or interests that provides data quality control, including name, address, and ID standardization. OTAQ has migrated all existing facility information from OTAQREG into FRS, so regulated entities will be able to easily search for their facilities.
