Introduction

Version 2.0 of the OTAQ Registration System (OTAQReg) introduces functionality for electronic submission of 40 CFR Part.79 registration requests for fuel manufacturers and importers, as well as an enhancement for user dissociation.

Industry users can self-remove their user associations

This was an industry-requested enhancement. Associated users who are not the Responsible Corporate Officer (RCO) of a company can disassociate from that company completely. These requests will no longer require RCO action in OTAQReg. All of the dissociating user’s roles are removed and the company no longer appears on that user’s OTAQReg home page.

40 CFR Part 79 New Fuel Product Electronic Registration

Fuel manufacturers/importers regulated under 40 CFR Part 79 must electronically register new fuel products in the OTAQReg system; form 3520-12 will no longer be accepted from fuel manufacturers/importers.

To manage electronic registration of fuel products, the company must be active and there must be a user with the appropriate system role.

EPA will review and activate requests to register new fuels.

40 CFR Part 79 Company Electronic Registration

Fuel manufacturers/importers that are registering for the first time must now complete the entire registration process in OTAQReg. There are three separate steps: 1) New Company request, 2) New Fuel Product Request, and finally 3) Facility Request.

Fuel manufacturers/importers that have previously submitted 40 CFR Part 79 paper forms and therefore are registered under 40 CFR Part 79 have the option to “associate” their 40 CFR Part 79 company with a company in OTAQReg. There are two ways to accomplish this:

  • Create a New Company request in OTAQReg and associate the Part 79 company to it
  • Submit a Company Program Type request for an existing OTAQReg company and associate the Part 79 company to it

EPA will review and activate requests to register new fuel manufacturers/importers.

EPA will review and activate requests to “associate” an existing Part 79 company with a company in OTAQReg.

40 CFR Part 79 User Electronic Registration

There are two new user roles that can be applied to Delegated Users of a company within OTAQReg:

  • Fuel Product and Additive Viewer - can view fuel products
  • Fuel Product and Additive Editor - can add/edit/deactivate fuel products

Modifications to Fuel Approval Process

Submitters will be able to see the status of their pending requests on the home page of OTAQReg.

If EPA finds an error in a request to add or update a fuel product, EPA may “push-back” the request to the submitter so that it can be edited and resubmitted.

When EPA activates a request to add or update a fuel product, the fuel product will be visible under the “Manage Fuel Products” menu item for the company.

New “Withdrawn” Request Status

If EPA makes the decision not to activate a particular request, EPA will use one of two statuses – either the Rejected status, or a new status - Withdrawn. Users will be able to edit Withdrawn requests and later resubmit them, but if a request is Rejected, it can no longer be edited or resubmitted.

40 CFR Part 79 View/Edit/Deactivate Fuel Products

Fuel manufacturers/importers must use OTAQReg to request to edit or terminate/deactivate fuel products; Form 3520-12 will no longer be accepted from fuel manufacturers/importers.

Users with the appropriate role can view and activate fuel products in OTAQReg.

EPA will review and approve requests to edit and terminate fuels products.
