What are the compliance requirements for pipelines?

Pipelines, unless they engage in blending gasoline, generally fit the definition of carrier under the regulations. As such, pipelines must ensure that the quality of the gasoline is not changed and provide product transfer documents. In order to establish a defense to a presumptive violation, pipelines should also conduct quality control programs.
