2008 Ozone National Ambient Air Quality Standards (NAAQS) Findings of Failure to Submit

This final action finds that 15 states and the District of Columbia have failed to submit specific state implementation plan (SIP) elements to satisfy certain nonattainment area, and/or Ozone Transport Region (OTR), planning requirements for the 2008 ozone National Ambient Air Quality Standards (NAAQS). The delinquent SIP elements in this finding of failure to submit include reasonable achievable control technology (RACT) for oxides of nitrogen (NOX) applicable to major sources, non-control techniques guidelines (non-CTG) RACT for volatile organic compounds (VOC) applicable to major sources, CTG VOC RACT (including all 44 CTGs), Nonattainment New Source Review, Basic Vehicle Inspection and Maintenance, Vehicle Miles Traveled and Transportation Control Measures to Offset Growth, and Clean Fuels for Boilers.
