The FY 2020 Office of Air and Radiation’s (OAR) National Program Manager (NPM) Guidance describes the key activities expected to be undertaken by EPA Headquarters (HQ) and regional offices and implementing air agencies (i.e., state, tribal or local air pollution control agencies), and should serve as the basis for negotiations between HQ and regions and air agencies as to resource allocation and expected performance. Specific expectations and deliverables will be established through negotiations in grant agreements between regions and air agencies.
