The Trades Center entered into a Facility Lead Agreement with the EPA in August 2010, and began environmental investigations in 2011 in accordance with a site-wide Investigation Work Plan and a Sampling and Analysis Plan approved by the Department of Environmental Quality (DEQ) in April 2011 and June 2011, respectively. The initial Phase I Site Assessment Report was submitted to DEQ in January 2012.
Cleanup Status
A final remedy decision was complete for the Arlington County Equipment Division –Trades Center (Trades Center) on December 10, 2013. The facility’s final remedy includes on-going groundwater monitoring and institutional controls in the form of an environmental covenant that meets the requirements of the Uniform Environmental Covenant Act. The environmental covenant was recorded at the Arlington County, Circuit Court Clerk’s office with the facility’s land deed on April 24, 2014.
Institutional controls at the facility restrict the use of groundwater from beneath the property, restrict the use of the property to industrial purposes only, and require vapor intrusion evaluation and/or mitigation controls if any new buildings designed for occupation are built within 100 feet of contaminated groundwater. Institutional controls also require periodic evaluations of the protectiveness of the remedy through annual reporting.
Site Description
The Trades Center is a 42-acre continued use facility owned and operated by Arlington County located at the intersection of South Arlington Mill Drive and South Taylor Street in Arlington, Virginia.
The Trades Center is comprised of municipal office buildings and facilities used for various county functions, which include automotive vehicle repair, vehicle storage, carpentry, chemical storage, parts and equipment storage, vehicle washing, vehicle refueling, fire training, equipment repair, and earth products handling and recycling.
On March 30, 2012, DEQ completed an evaluation of available information and issued a “YES” determination for the “Migration of Contaminated Groundwater Under Control” Environmental Indicator (EI) in accordance with the Government Performance and Results Act (GPRA).
On June 1, 2012, DEQ completed an evaluation of available information and issued a “YES” determination for the “Current Human Exposures Under Control” EI in accordance with the GPRA.
The facility’s final Resource Conservation and Recovery Act (RCRA) Facility Investigation Report (RFI Report), which contained elements of a Corrective Measures Study and proposed a final remedy, was approved by DEQ on July 18, 2013.
The Groundwater Monitoring Plan and Vapor Intrusion Remedy Plan, which were required as part of the remedy, were approved by the DEQ on October 22, 2013.
A Statement of Basis describing the proposed remedy for the facility was finalized on October 22, 2013 and underwent a 30 day public comment period. No comments were received during the comment period and the Final Decision and Response to Comments was issued by DEQ on December 10, 2013.
Contaminants at this Facility
The primary contaminants in soil include benzo(a)pyrene and dibenz(a,h)anthracene within the SWMU 8 and 9 areas. This is based on exceedance of regional screening levels for direct contact.
The primary contaminants in groundwater include petroleum related constituents; benzene, ethylbenzene, MTBE, naphthalene, isopropylbenzene, and 2-methylnaphthalene. Secondary constituents of concern in groundwater include arsenic and lead. This is based on exceedance of drinking water standards.
