Cleanup Status
In September 2017, the facility's Hazardous Waste Management Permit was modified to incorporate a final remedy detailed in a Statement of Basis dated June 26, 2017, and developed by the Virginia Department of Environmental Quality (VDEQ) and EPA. The final remedy requires the facility to perform long-term groundwater monitoring, maintain a cover at two Areas of Concern (AOCs) and the maintenance of certain property mechanisms known as Institutional Controls (ICs) and Engineering Controls (ECs). The Statement of Basis and Permit modifications underwent a 60-day public comment period during which a public meeting was conducted. No comments were received during the comment period. The modified Permit became effective on September 15, 2017 and represents Remedy Selection and Remedy Construction Complete determinations in accordance with the Corrective Action process.
The facility’s final remedy is currently being implemented through an environmental covenant that meets the requirements of the Uniform Environmental Covenant Act. The covenant was recorded at the City of Lynchburg, Circuit Court Clerk’s office with the facility’s land deed on October 25, 2017.

The Griffin Pipe Products (GPP) facility is located on approximately 11-acres in the City of Lynchburg on Adams Street along the south bank of the James River Upper Basin, just west of the John Lynch Memorial Bridge. GPP is a manufacturer of ductile pipe. Operations at the facility can be conducted twenty-four (24) hours per day, seven (7) days per week, and fifty-two (52) weeks per year. The facility manufacturers ductile iron pipe by melting scrap iron in a cupola using coke as fuel and treats the molten iron with additives to make ductile iron.
The GPP facility no longer treats or stores hazardous waste. The hazardous waste treatment and storage units were certified “clean closed” in April 2007 by the DEQ.

The contaminants of concern (COCs) include metals, Volatile Organic Compounds (VOCs) and Semi-Volatile Organic Compounds (SVOCs).
Institutional and Engineering Controls at this Facility
The current Permit for Corrective Action was issued by the VA DEQ and became effective on November 30, 2007, and shall remain in effect until November 30, 2017. The Permit contains site-wide CA requirements under the VA Hazardous Waste Minimimzation Rule and RCRA
