A corrective action post closure permit was issued to the facility in June 1999, which required facility monitoring and a Resource Conservation and Recovery Act (RCRA) workplan.

Cleanup Status

In September 2020, the facility's Hazardous Waste Management Permit was modified to incorporate a final remedy detailed in a Statement of Basis dated November 2019 and developed by the Virginia Department of Environmental Quality (DEQ) and EPA. The final remedy required the facility to conduct In-Situ Chemical Oxidation (ISCO) application to treat groundwater, perform long term groundwater monitoring, and the maintenance of certain property mechanisms known as Institutional Controls (ICs) and Engineering Controls (ECs). The modified Permit became effective on September 2, 2020 and represents Remedy Selection determination in accordance with the RCRA Corrective Action process.

Site Description

In 1954 the facility, operating under the name Acme Visible Records (AVR), began manufacturing records storage and retrieval equipment. In 1984, AVR merged with Wilson Jones Company (WJC). AVR continued to manufacture office/record storage equipment until December 1988 when the building assets were sold by WJC to AVR, Inc. Subsequently, metal-handling operations ceased and production shifted to manufacturing of printed folders. The facility was operated by AVR, Inc. from 1989 until December 1992 when the property was purchased a second time by WJC. Manufacturing operations at the site ceased in approximately 2001.

The site is 62 acres in area and is bisected by an active railway with an easement. The entire property consists of seven parcels each identified with a unique parcel identification (ID) number. The northern portion of the site historically included several structures, which have been demolished incrementally over time.

Contaminants at this Facility

The primary contaminants of concern in groundwater include TCE and PCE and associated degradation by-products, petroleum related constituents, and 1,4-Dioxane.

Institutional and Engineering Controls at this Facility

Institutional Controls are Land use restrictions prohibiting residential use are required for parcel IDs 056A3-00-00-01200, 05600-00-00-08300, and 05600-00-00-09400. Excavation and disturbance of these identified areas is to be conducted per an approved Soil Management Plan.  Additionally a site-wide groundwater use restriction is imposed, along with a requirement for vapor mitigation measures in occupied structures.

Engineering Controls consists of RCRA cap at the closed RCRA impoundment known as SWMU 6.

There are currently no manufacturing operations and the site is vacant.

RCRA Corrective Action activities at this facility are being conducted under the direction of the Virginia DEQ with assistance from the EPA Region 3.
