This facility is enrolled in the One Clean-up Program. This program provides a streamlined approach for Pennsylvania facilities with corrective action obligations under the Resource Conservation and Recovery Act (RCRA) to complete Federal corrective action and, concurrently, receive a liability release from Pennsylvania.
Cleanup Status
Armstrong was issued Hazardous Waste Permit No. PAD001307792 on September 22, 1993 for the operation of a hazardous waste storage facility. The permit was issued based on information submitted in the permit application dated April 29, 1983 as modified by subsequent amendments on May 10, 1990 and January 27, 1992. The permit was effective on September 28, 1993 and was set to expire on September 27, 2003.
Armstrong World Industries has demonstrated that soil contamination levels as well as groundwater at its Roto Facility do not pose unacceptable risk to non-residential occupants. EPA's corrective action objective for facility soils is to prohibit residential use of the property by current and future owners through use of a deed covenant and groundwater is to prohibit residential use of the property by current and future owners.
The Facility recorded their Environmental Covenant for the Roto Parcel with the Lancaster County Recorder of Deeds on September 12, 2012. In August 2013, the facility issued a corrective action Statement of Basis.

View larger mapThe Armstrong facility is physically located on approximately 67 acres at the intersection of Liberty and Charlotte Streets in Lancaster, Lancaster County, Pennsylvania. However, the address has recently been changed to 1067 Dillerville Road in anticipation of closing and divesting of two-thirds of the property. The facility has been used for the manufacture of floor coverings and the associated coatings, adhesives, and waxes since 1911 (some information found in Pennsylvania Department of Environmental Protection (PADEP) and EPA files indicated 1908). Armstrong World Industries is the only known owner of the site. Use of the site prior to 1911 was unknown. Current manufacturing processes include mixing, coating, curing, polymerization, calendaring, grinding, and printing. The production use of materials containing trichloroethene (TCE) was discontinued in 1996.
There are more than 400 buildings on the property. The property is surrounded by a fence and the main entrance is guarded 24 hours a day. Penn Central Railroad tracks border the site to the north. Along the southwestern boundary are Reading Railroad tracks. Beyond those tracks is primarily industrial usage. To the south and east usage is primarily residential and commercial.
Aromstrong World Inc (AWI) operated a number of facilities on their property for over 100 years. Operations included the manufacturing of various flooring materials. In 2004, AWI consolidated its operations to the western portion of the site known as the Roto Parcel (20 acres). The remaining 47 Acres were divided into two parcels, the College Parcel (27 acres) and the Lancaster General Hospital/Economic Development Company Parcel (20 acres). All of the buildings in these two parcels were demolished. Site soils received a PADEP Act 2 relief of liability in2009.
Contaminants at this Facility
According to Armstrong’s November 18, 1980 Part A Resource Conservation and Recovery Act (RCRA) Part A Permit Application, the facility generated the following quantities of hazardous wastes:
S01 (container) – 82,500 gallons
S02 (tank) – 540,000 gallons
T01 (treatment tank) – 144,000 gallons/hour
T04 (treatment other – capability for solidifying) – 3,300 gallons/day
T04 (treatment other – distillation of scrap chlorinated solvents) – 1,500 gallons/day
T04 (treatment other – addition of heat sensitive catalyst to scrap coating waste) – 600 gallons/day
T04 (treatment other – addition of chemicals to neutralize scrap coating waste) – 300 gallons/day
T04 (treatment other – curing of scrap waste in microwave oven) – 240 gallons/day
T04 (treatment other – curing of scrap waste in “hot rooms”) – 500 gallons/day

- Property shall not be used for day care, recreational or residential use.
- Soils from the Roto Parcel must be managed under the provisions of the Soil Management Plan.
